The Weld County Planning Commission discussed the proposals at its meeting Tuesday.Tom Parko, Weld County director of planning services, presented the proposed changes to solar panel regulations under county code chapters 21 and 23, which outline “areas and activities of county interest” and “zoning,” respectively.
Parko said property owners and companies can currently place small-, medium- and large-scale solar energy facilities on land zoned for agriculture. The facilities are categorized by how much acreage they take up and the amount of energy produced. All facilities must go through certain regulatory processes.
The proposed changes include allowing small-, medium- and large-scale solar energy facilities to be placed on land zoned for agriculture, but they will face new limitations, if the ordinance to amend the county code is passed.
Small-scale facilities — which create up to 5 megawatts of energy — can only take up 20% of a land parcel. If a resident owns 100 acres of land and wanted to lease it to a company or start their own solar panel farm, the solar facilities could take up no more than 20 acres. They must be 250 feet from another solar facility.
